Kim Jong-Il “is putting pressure on the Obama administration to start negotiating directly with North Korea.” Pyongyang may be trying to catch the White House off balance, said a UK analyst, “to try to get them into the process before Washington has decided what its strategy is.” (More North Korea stories.)
