That's the offer from Libya's National Transitional Council, which hopes the fairly sweet package will compel someone close to Gadhafi to give him up, thereby speeding up this endgame. The payday was raised by businessmen, reports the Christian Science Monitor.
NTC leader Mustafa Abdel Jalil also made an offer to Gadhafi: Give up power, and we'll grant safe passage to any country that will take you—including one that's not a member of the International Criminal Court, which currently has a warrant out for his arrest.
