Illinois Congressman Luis Gutierrez is making a habit of this: For the second time in two years, the Democrat got arrested outside the White House in an immigration protest, reports the Hill. Gutierrez has criticized the Obama administration for allowing too many deportations and for not pushing hard enough for the DREAM Act, which would provide a path to citizenship for students who are illegal immigrants.

“The president says that Republicans in Congress are blocking immigration reform, but that doesn’t let him off the hook,” says a spokesman for Gutierrez. “That’s the point of this event, and the point made yesterday when protesters interrupted Obama’s speech." He was referring to the cool reception the president got from the National Council of La Raza, the largest Hispanic civil rights group in the US, notes the Washington Post. (More Rep.
