John Boehner intends to give the House a binary choice: Either vote to authorize the US’ mission in Libya, or vote to end it. Boehner will meet with House Republicans this morning to discuss a pair of measures that he could bring to the floor by Friday, the Hill reports. One would mirror John Kerry and John McCain’s proposal to authorize involvement for one year, while the other would remove almost all US forces from Libya.
The second bill would, however, allow for forces “engaged in non-hostile actions” like search-and-rescue, reconnaissance, and “non-combat missions." Boehner says he has “no desire to damage the NATO alliance,” but says that President Obama’s reasoning for not asking Congress to bless the mission “is not credible” and that Congress “has a responsibility to hold the White House accountable.” So far, it's unclear if either resolution would pass.
